The Vela Incident (sometimes referred to as the South Atlantic Flash) was an unidentified "double flash" of light that was detected by an American Vela Hotel satellite on September 22, 1979 near the Prince Edward (ne šis, bet irgi Duke of Kent)Islands or Antarctica. There is uncertainty as to the true nature of the incident though it is widely believed to have been the result of a nuclear detonation.
The most common theory among those who believe that the flash was of nuclear origins was that it the result of an Israeli nuclear test. The topic remains highly disputed today.
Israel is believed to have begun full scale production of nuclear weapons following the 1967 Six-Day War, although it may have had bomb parts earlier.
Israel is widely believed to possess nuclear weapons and to be the sixth country in the world to develop them. It is one of four nuclear-armed countries not recognized as a Nuclear Weapons State by the Nuclear Non-Proliferation Treaty (NPT), the others being India, Pakistan and North Korea. Israel maintains a policy known as "nuclear ambiguity" (also known as "nuclear opacity"). Israel has never officially admitted to having nuclear weapons, instead repeating over the years that it would not be the first country to "introduce" nuclear weapons to the Middle East, leaving ambiguity as to whether it means it will not create, will not disclose, will not make first use of the weapons or possibly some other interpretation of the phrase. The "not be the first" formulation goes back to before March 11, 1965, when a cable from the U.S. Embassy in Tel Aviv to Washington noted "The Government of Israel has reaffirmed that Israel will not be the first to introduce nuclear weapons into the Arab-Israel area."
Israel started investigating the nuclear field soon after its founding in 1948 and with French support secretly began building a nuclear reactor and reprocessing plant in the late 1950s.
Nuclear fuel reprocessing is performed routinely in Europe, Russia and Japan.
Reprocessing has been politically controversial because of the potential to contribute to nuclear proliferation, the potential vulnerability to nuclear terrorism.
